Broker Flintlock keeps the contracts in the northern command yard at Rivetclaw Works. His own guards cannot read them, which is probably why he still has guards. Gather allies, defeat Flintlock, and take his ledger to Doran. Expect hexes and nearby support.

Flintlock is in the command yard at the western works. The ledger is carried by the broker himself.
On completion
Most of the missing water is listed as a protection share for Redjaw Hold. The goblins take the payment; an ogre king guarantees that nobody argues.
