The bindings need prepared stores. Voss cannot replace those as quickly as he replaces a skeleton. Get into the northern field camp and ruin five marked supply caches. Work with the teams breaking the handlers and recovering the ledger; each job makes the others possible.

The marked stores are spread across the camp courts. Clear a pocket before working on its cache.
On completion
Their prepared stock is gone. The camp still has teeth, but its handlers have fewer ways to replace what we break.
