The packs near the road are thinning, but the alpha wolves deeper in the forest are getting bolder. They hunt in coordination, and the territorial bears are being driven toward the patrol routes. Head deep into the western forest and thin them out. Take down eight alphas, and put down the forest bears crowding into their territory.

Good work thinning them. But this confirms what I feared - something deeper in the woods is stirring them up. The true apex predators still roam the deep forest: dire wolves, massive and cunning. If we want the pack to settle, those are next.
